Free carbon dioxide emission permits are supposed to help EU industries, which have been hit hardest by EU climate change policies. In order to prevent companies from fleeing to countries less restrained by such policies, the EU sectors most heavily affected receive free of charge CO2 emission permits under the EU ETS. At the UN climate change summit, Poland agreed to a decarbonisation target of 40% by 2030 under the conditions that the free permits will remain available and the Polish energy sector will be allowed to benefit from them until 2030.
