Despite the fact that Polish consumer protection law is changing in favour of clients, the elderly are still being exploited by unethical agents working on behalf of telecom service providers. Most senior citizens own only landline phones and it is in this sector that the highest number of attempts to scam consumers has been reported. Consumer advocates claim that senior citizens, who most often live alone, locked in blocks of flats, without the help of more informed people and therefore stand no chance when confronted with sales reps or telemarketers. According to the Office of Electronic Communications (UKE), the most common subscriber problems in 2014 were unfair trade practices of representatives while concluding telecom service contracts, especially with senior citizens. Changing the terms of agreements remotely is also problematic; while presenting new offers, telecom reps often give false information about the service that is to be provided and sometimes customers are even groundlessly threatened with penalties from these companies.
